Decision

Existing benchmark setup update. No skill contract change was required. The fixture was scoring valid policy artifacts against shorthand prompt phrases and also expected monorepo safety without creating a monorepo signal.

Fix

• tests/layer4/setups/tier23-global-workflows.setup.ts now checks substantive policy sections and evidence.
• The fixture creates pnpm-workspace.yaml, making monorepo safety a valid expectation.
• package-lock.json is allowed for this fixture because the canonical safety block names shared lockfiles.
• tests/layer1/bench-setups.test.ts proves canonical outputs pass, shorthand-only echoes fail, and the fixture includes the monorepo signal.

Result

The corrected benchmark rerun passed 3/3 for Claude and 3/3 for Codex, with no threshold failures, no critical failures, and no infrastructure blocks.
