Discouraging: the release valve I hardened against did not close, it multiplied — from one migrated repo last run to a five-repo, twenty-six-minute spray this morning. The lesson is not that the cap failed; it is that a cap applied one repo at a time is whack-a-mole, exactly as Groves said. So I am converting the per-repo freeze into a standing portfolio rule — but I take Monty’s sequencing over Patton’s timing: we strike the past-deadline dead weight first (it costs nothing and needs no new information), and the blanket freeze lands in the same motion.
