1. Stage 1 Approval Record approved 2026-06-10
- Scope/non-goals: approve-as-proposed (ARQ1–ARQ6; deliverable shape: per-faction equipment tables (category × era-band × plausibility tier), service/production evidence with citations, phase-escalation mapping, gaps register; non-goals: no stats/balance, no schema authoring, no division-roster authoring, no art sourcing, no genre mapping, no re-collection of approved evidence). Scope note (verbatim): "A note would be to consider which American units/equipment would be rotated to the Pacific even in the event of a Soviet conflict. This could be part of the conflict on the Allied side which is the overall war morale might cause the US to sue for peace or withdraw units for the Pacific. I suppose we can also do some research on this point which may impact our prior research?" — folded in as ARQ4b (US Pacific rotation), researched in §6. The war-morale / sue-for-peace mechanic is recorded as a downstream campaign-design implication. Impact on prior research: none contradictory — the approved premise narration already anchors the US drawdown ("the greatest army America ever raised begins to leave Europe"); ARQ4b deepens it with the documented redeployment machinery.

Method note (carried): research subagents have no web access in this environment; the exhaustive sweep executed in the main session (10 search batches, ~39 queries, + 1 verification fetch, 2026-06-10). Stopping rule honored: the final batch produced only number-verification on already-captured items — no novel equipment classes or angles.
2. Executive Summary
- The "shelf of 1945" is real, dense, and two-sided. Western bloc: 6 Centurion prototypes in Germany from May 1945; 310 Pershings shipped to Europe before VE Day (200 issued, 110 with five armored divisions) plus one Super Pershing; Comet from December 1944; 1,163 Chaffees by May. Soviet bloc: 29 IS-3 built by 24 May 1945 (zero combat; 52 paraded through Berlin 7 Sept 1945); T-44s built through 1945 with zero combat and chronic readiness problems. Jets: Meteor IIIs flying ground-attack over Germany from April 1945; four YP-80As in Europe; captured Me 262 stocks on both sides. Every marquee almost-weapon of the premise narration is evidence-backed.
- The prototype shelf tiers cleanly under the ~mid-1946 window (AR-A1 held). In-production: Centurion Mk 1/2 (800 ordered Nov 1945). Production-ready: T-54 (prototype Feb 1945, accepted April 1946), IS-4, Vampire, Lincoln (operational Aug 1945). Prototype-in-window: T29/T30/T32, MiG-9 and Yak-15 (both first flew 24 April 1946), Hornet. Paper/stretch: T28, Tortoise, IS-6/IS-7, ARL 44 (hulls 1946, turrets 1949), La-9 (edge). The window discriminates instead of admitting everything — it works as a design rule.
- The old guard is enormous and load-bearing. 75 mm Shermans were still ~75% of US Shermans in Europe in January 1945; SU-76M production ran to October 1945; T-34-76s, KV remnants, and lend-lease-Sherman-standardized guards corps were in the field; Churchill VIIs and Cromwells stood beside Comets. Old kit is the early-phase deck spine for every faction, not filler.
- The faction map has real texture. Unthinkable itself planned up to 10 German divisions remobilised from POW status — and knew they could not be re-equipped by 1 July 1945 (the re-arm lag is historical, a natural mid-phase ramp). Rear-area German capacity is evidenced by three proxies: the British-run Laatzen line (9 Panthers + 12 Jagdpanthers to spring 1946), the postwar Czech Hetzer line (ST-I; 158 new G-13s for Switzerland from 1946), and Panzer-Brigade Norwegen's intact surrender (~60 Pz III + 10 StuG III). Satellites are wildly uneven: the Polish People's Army has real armored mass; Romania is army-scale infantry stripped of armor by the Soviets; Bulgaria runs on German-origin kit plus Soviet-delivered trophies; Hungary's two-division armistice army verifies the §1.4 extrapolation-not-fact ruling.
- ARQ4b — the Pacific rotation is documented roster pressure, not lore. ~1M soldiers earmarked Category II for the Pacific including 13 infantry + 2 armored divisions (400k direct Sept 1945–Jan 1946; 400k more by April 1946); First Army HQ Downfall-bound; Eighth Air Force HQ on Okinawa from 16 July 1945 converting to B-29s (a bomber never based in Europe). The US roster in a 1945–46 European war is a force being actively drained eastward — phase/event design material that deepens (and does not contradict) the approved premise narration.
- The phase ladder falls out of the tiers: early = standing Aug-45 kit with shelf items as rare spice; mid = in-production ramps + German re-equipment + rotation pressure; late = the production-ready/prototype reward shelf. SD2's A/B/C phase + activation-point precedent (verified) is the calibration.

Inference: the premise's reward shelf has a front rank that is already in theater — Centurion, Pershing, IS-3, and Meteor are positioning facts, not counterfactuals. An August 1945 war opens with these in the order of battle at prototype/battalion scale — exactly the phase-gated payoff material Pillar 2 ("the 1946 arsenal gets its war") wants.

Inference: the AR-A1 window discriminates usefully — it admits Centurion/T-54/Vampire/Lincoln-class items as credible escalation, pushes MiG-9/Yak-15/T29-class items to a clearly-labeled top shelf, and flags ARL 44/La-9 as boundary stretch. Documented gap: no quantified inventory of German AFVs collected in Western zones (§12).

6. ARQ4 — Faction Arsenals (incl. re-armed Germans, satellites, exiles) + ARQ4b
6.1 The re-armed German question — Unthinkable's own plan, verified
Verified by fetch this sweep: the offensive would involve "American and British forces, as well as Polish forces and as many as 10 divisions of the German Army, remobilised from prisoner-of-war status" — and the planners noted the German divisions could not be re-equipped from Allied sources in time for 1 July 1945. The fuller 103-division mix (64 US / 35 UK / 4 Polish / 10 German) appears in secondary coverage medium. The 47-division Dresden attack and the force ratios (infantry divisions 80 vs 228 = 1:2.85; armored 23 vs 36; tactical aircraft 6,048 vs 11,802) re-verified (Wikipedia, fetched) high ratios carried. The re-arm lag is historical — a natural mid-phase ramp for the premise faction, with equipment capacity evidenced in §5 (Laatzen, Czech line, Norway).
